Target New Movers with Facebook’s Custom Advertising Audiences in 2026

Looking to target new movers? You are not alone! Movers are one of the most highly sought-after audiences for many consumer brands.

Speedeon’s 2026 State of Mover Spending Report surveyed 150 U.S. adults who moved in the past three years. 85% said a move makes them reconsider the brands and providers in their lives. Six in 10 spent at least $1,000 above their normal household budget around the move. And 78% said they very often or sometimes go with one of the first few companies they find.

That last number matters most on Facebook. If movers pick from the first few brands they see, the brand that shows up two weeks late has already lost.

Despite the appeal of new mover marketing, many brands forget that movers are best reached across multiple channels. We often see clients come to us wanting to run weekly new mover campaigns via direct mail and they are surprised when we suggest adding email, digital and social to the mix.

On the social front specifically, Facebook has been an integral part of marketing campaigns since the launch of its Ads platform in 2007.

Whether you utilize Facebook’s core audience-building program, build a lookalike audience off of the best customers, or upload a custom audience, Facebook offers a variety of ways to target individuals.

As with any marketing channel, there’s a right time and a place to utilize them. The same goes for the different targeting capabilities Facebook offers. When thinking about how to target New Movers, consider what each targeting capability offers the campaign.

What changed on Facebook over the years

Those targeting capabilities have evolved along with the platform. Facebook ads now run through Meta Ads Manager and deliver across Facebook, Instagram, Messenger and the Audience Network. Meta has moved hard toward AI-driven delivery, and that changes how mover audiences behave.

Advantage+ audience is now the default. Interests and behaviors you add are treated as suggestions, so Meta can show your ads to people outside them if it predicts better results. Location and minimum age still act as hard limits. So do custom audience exclusions.

Detailed targeting exclusions were pulled from active campaigns on March 31, 2025. If you want to keep current customers out of a mover campaign, a custom audience exclusion is now the way to do it. In August 2026 Meta added exclusion-only custom audiences, a list type built purely for suppression.

Rules on uploaded lists have also tightened. We cover those below, because they hit some mover advertisers harder than others.

Option 1: Core Audiences

Facebook’s core audience builder is a powerful tool that can be used to target an audience in many ways. Facebook knows its users, and this tool taps into that data to reach new movers quite well.

If you are looking to run a campaign in a specific market or a saturation mailing, this option is likely the best, as you’ll be able to target a larger reach of new movers within a specific area.

How this has evolved: Core audiences now sit inside Meta’s Advantage+ audience. Meta still lists “Recently moved” as a life event under detailed targeting, but it treats that input as a suggestion and may show your ads to people outside it if it predicts better results. Location and minimum age still work as hard limits, so set your market as a location control and let Meta find the movers inside it.

The downside is attribution. It is hard to know who you reached on Facebook versus who got your email or mail piece. That is where custom audiences help.

Option 2: Custom audiences built from mover data

With a customer list custom audience, you upload a campaign-specific list into Meta. This is the right choice when you want to message the same households that received your email or direct mail piece, or when there is already a specific group you want to reach. Meta hashes the identifiers before matching, so raw data is not stored in plain text.

You will need identifiers such as email, phone, name and address for the upload. Meta needs a minimum number of matched people before an audience can run, and match rates swing a lot with data quality. One 2026 guide puts typical rates between 40% and 80%. Because of that, we recommend this approach when the campaign has real volume and the file carries more than one identifier per record.

Timing is the part most advertisers miss. Movers make most of their switching decisions in the roughly 60 days around a move, so a list refreshed once a month will keep serving ads to people who already chose. Refresh the audience at least weekly.

Check your ad category before you upload

Some of the brands that want movers most are the ones Meta restricts most. Ads for housing, employment and financial products and services must run under a Special Ad Category. Financial products and services replaced the old Credit category in January 2025 and now covers banking, insurance and mortgages. Lookalike audiences are not available in these categories, and age, gender and ZIP code targeting are removed.

Customer lists face extra rules there as well. Advertisers must certify the list did not come from a consumer reporting agency, and audiences shared from another business portfolio are not allowed for these categories.

Separately, since September 2, 2025 Meta flags and blocks any custom audience that suggests a health condition or financial status, even in unrestricted categories. Meta’s own examples include audience names like “credit score” or “high income.” Name your mover audiences plainly and keep sensitive attributes out of the file.
